          Elpidio Quirino, the sixth President of the Philippines, was born in Ilocos Sur in 1890.

          He earned a law degree from the University of the Philippines in 1915 and worked as a lawyer, teacher, and law clerk before becoming Manuel Quezon's personal secretary. In 1919, he was elected to the House of Representatives and later became a senator in 1925.
